Need Help with TCAdmin

Has any1 used TCAdmin here?

I Installed TCAdmin yesterday and updated cstrike in GameInstalls

Today i set up the half life : counter strike server

When i connect the server i get 5ms response in net_graph but the latency is 16-18 and not going below 15. I should get around 5-15.

Can any1 help?

Tried using hl booster but no luck.

Dedicated Server Spec : Intel Xeon X3450 @ 2.67Ghz with 8gb RAM and 10mb unmetered bw.
DC : Mumbai
