Actually this is getting the most difficult question to answer that you asked. On WJ hosting services are coming like mushrooms, after a few days of getting their services you will experience problems but they claim 99.9% uptime from day one. Most of us have no idea about the loss we have after a down time, it is not just the loss you get after paying a crappy host.

How is an offshore server going to be to your advantage? I am not saying it isn't the right decision for you but I wanted to know how it benefits you so that I can respond in the right way. Try not to go with hosting based on price. Like Funxlab points out, you pay for a subpar host and then you pay again and again in down time and time responding to problems that should not arise.

Also, funxlab is right, when you pay for sub-par hosting you will really pay a big price in down time and the lack of any support. Those two issues alone can cost you more than a good reliable hosting plan with a company that has good support and at least the industry standard up time expectations.
