sorry to say your site is under attack because your kloxo panel works i had this problem when my site was down and kloxo was working i was under ddos attack and i moved to ddos protection

its not dns issue

you could try adding cloudflare if same then move away

The issue is with your server or host. I just did a curl on your site and the connection was refused on both root and www (removing your IP info)

Do you have SSH access to the server?

Do:
/etc/init.d/apache2 status
and post the output.
