If his VPS was sending "DDoS attacks", there must be some script uploaded on his site, if there isn't any. There's no possible way anyone will believe.

FYI the script used was something called PXconfig
a stupid reason to suspend vps,if you cant handle ddos on server wide,why do you sale vps? ddos protection is almost common on networks,and more over it is no reason to suspend a vps for this and tell the owner that "your vps was hacked"
And because the server was hacked you suspend the user?Thats a stupid reason.he didn't do it.someone else was.So you fix the problem and you notify the user to protect better his server.
