You may aswell have opened the account with username "Mr Scam" im not surprised you have not got caught earlier. Put this down to experience and move on. You wont get the 33 dollars back. Paypal is the same they frown upon random usernames unless your a registered business and even at that you have to provide real details with proof of id.
