just a question. example, if an affiliate on MIX plan then he got a sale of 30 days premium ($12.99) from a user. so he should get 25% sale ($3.25).

then he decided to change his plan to PPS. in next month if that user renew his premium, what will be the rebill rate the he will receive, 25% or 50%?

For sure rebill will be 50% as long as affiliate user now on PPS plan regardless what was his affiliate plan when that buyer made the old sale.

affiliate A did not change his plan at all, so he won't get anything from rebill on 5 Feb

situation 2:
