First of all, With Shared hosting ,you can get the Control panel access(Cpanel) and it is suitable for targeting less no of users.

With VPS you can have full access. you need to get the License for the Cpanel /or u can install a free panel(kloxo) . The Same is with the Dedicated server.. if the target visitors in N thousands.
(simply based on the capacity & need )

Anyways.. I recommend you to take a Shared hosting plan for a start, that suites your Need(say 500 Visits /day). Later you can move to a vps or dedicated server.
