Warez linking is best. I believe you can even host in the US.

Most host dont do anything unless fbi/cops/feds contact them but i would deff not host warez in the usa

Hello Allan.

No matter what host you go to, they will tell you that they will not allow warez hosting. (Especially Shared Hosting!)

So i suggest you get your own VPS or Dedicated Server (preferably offshore) and host the files there. Even if your forum is private, things could still leak out so make sure you put good security on there.

If you DO host onshore, just make sure it is secure. And make sure if you get a DMCA, (because some how they got access) to either delete the files, rename them, or put more security on so only certain people can access it.
