My requirement
HDD: doesn't matter
Bandwidth : 1 Gbps unmetered bandwidth
RAM : 24GB or 36GB
Threads (on core) : 4 Minimum
OS : Windows Server
Price: around $80

Your budget is way too low for a Windows OS and 24 GB+ RAM.
