IMHO, You will not be able to find a reliable or even useable server with that budget.

avRO, such a server will cost you roughly around 200 USD with 50 TB-100 TB Bandwidth. You wont be able to get any lower than that.
120$-140$ is definitely not possible unless for some doggy company/offers.

I think you can find some Decent offer within your limit,but with shared Gbps port (if you need upto 30TB).

Best would be to contact the providers personally.

PS:- I am not talking about Off Shore hosting providers.

Like -Location-, purpose..
Windows______ (which version 2003 or the latest one and in that also initial or Datacenter )
