So letitbit policy is a bit strange. Last sunday I was downloading some files, and uploaded as well. Nothing else. I was downloading probably 10 files simultaneously and uploading 18 via http. Sunday evening letitbit didn't work for me. Today is tuesday and still not working. So I contacted support chat via anonymizer.ru and here is the answer I've got on my question why my IP is blocked.
