even if payouts are not that high it's not really a big deal as long as the site is honest and is paying after 48hours upon request. Just a few site offers that kind of feature so we better support admin's decision. and according to what i read in this thread the site is paying well and on time.

Dear partners, as announced we have added a 10% referral system to our program.
About the Country Groups and Rates we will keep adjusting them once a month based on the conversion.
Unfortunately most of the traffic don't convert and that caused the rates reduction.
We do our best to keep the PPD program alive and to keep paying all of you on time.

you keep the ppd rates, but if you don't change the countries back to group A, as they were before, it's simply not worth the effort. $0.005, $0.002 (and less) per download.......

there isn't one...... kinda hard to promote and get referrals when there is no referral link, no tab to see the refs we have, and not even promotional banners.....

BUT, you didn't have to move high traffic countries to groups B and C; especially now that you finally have a referral program (you still need real promotional banners).
Come on! At least move those countries back to group A for 1 month and try it out with the referral program that you now have.
