Is there any software for auto rar/archive?

Hy,
Just wondering to know is there any software which can auto rar/archive files? Suppose whenever a file is downloaded to a specific folder it will automatically make a .rar file of it.

( Googled a lot about it but failed .Then suddenly i felt, ah! i know a place:sun

they are all for auto unraring,not auto raring....

Problem why there isn't such tool is that, while you are downloading, only piece of file is already in folder, so tool would falsely pack just that piece. The other part is, that people never built it, because no one needs to rar something they downloaded, they need to unrar it...
Your best bet is to pay some coder to build it for you. Yet, you would still face issue number one. Unless your downloader is able to move files in some other folder, after download is done (it should be on the same partition)
