Tried both, staff are never in the IRC

It's probably because some misconfiguration of the torrent client you are using OR the use of a non-allowed torrent client.

I've tried emailing and going in to the IRC but no one ever replies.

Is it possible for anyone to make a topic on the site about me or something?

and no, I don't charge as I'm not a fag, there's no catch to it, you can have an invite and use it the way you want to, IPT doesn't even deserved to be called a private tracker ffs.

Sends funds to there PayPal account using hacked PayPal accounts.

Why?
There PP account = Limited
