The guy above who said vBulletin is like IE is spot on.
vBulletin like Internet Explorer has a huge amount of users but it's old. Way to many people are clinging onto vB3 like way to many use old versions of IE and getting these people to upgrade is painful to both developers and designers. Sure the new IE is better like the way the new vB4 is better but it's still not leading the way or cutting edge.
Having a good forum script is important and IPB has a superior framework, a better plugin system, it is now more supported, more efficient on servers, supports other devices like mobile and tablets better and in general a better script. It's just the way it's built is better. When you get to UI this is more of a personal opinion but one that should matter less as anyone can change a skin, theme or customize a site but once your core script and framework are superior that's what matters.
These threads come up every year or two which is no harm as things change in script development. You can use any forum script you want but a superior webmaster can take any and make a successful site.
One thing I believe that has changed is people's opinions to forums in general. They are less used than they were a few years ago. People now use custom developed sites with dynamic HTML5 interfaces that highlight the benefits and strong points of the site or product. They enable you to login through social networks like Facebook Connect or Twitter allowing you to quickly get what you want and help the social aspects of the site which increase it's viral and social traffic.
Nothing wrong with vBulletin, IPB, SMF, MyBB etc except with a custom website so easy to build and so many frameworks available now to use a a base any serious webmaster now knows they have to do something different and custom to stand a chance in todays fast changing world. Most of the best new warez sites highlight this fact and very few new warez forums make an impact.
