Uh think of something that interests you.
On a legal site, you can't just start something random if it doesn't interest you, it'll fail.

Custom cms, auto content from clean rss feeds. Then auto change content before it's added. Now your content is original and depending on how you source it, it could be high quality. The real trick is to use titles and content from different sites.

Add Adsense and wait for traffic tweaking it little by little. The cms starts out basic but over time improve it.

Now you have an original site, good content and hopefully traffic.

Pick a good traffic niche & an age group that does not know better to clicking ads. Sports, entertainment news ect ect
