the only real option its hetzner Why? Because they are cheap? There are plenty of providers who can provide this and provide a better service. Hetzners network is awful for latency, and their support is non existent. But that's what you need to expect when you are paying unreasonably cheap prices.

OVH does also offer relative cheep storage servers.

But 10 TB isn't much at all, you can get 16 TB HDD storage at every host i know.
