# Inactive files shouldn't delete.
# Must have Remote Upload.
# 50% to 60% premium sales. Rebills are optional.
# Paypal & Payza - Payment options.
# Warez-BB allowing filehost to post.

Best option for you is Uploaded and Rapidgator. They shave your earnings but they are best out there and they meet all your requirement except for payment option. You can try Filefactory they have Payza as payment but they pay once a year.

SpeedyShare have unlimited storage. But haven't used them much for sharing
Turbobit should be great, but not allowed
ExtaBit, but they only pay to WM/bank and sometimes they do not pay at all.
Netload may also be good, but they lack on payments...
I don't know much about fileswap, but here they are
