I'm not currently in France and I'm not sure when I'll get there.
But right now I need a French phone number.

NONE of the temporary ones work. So far all the VOIP phone services say they don't have any numbers for France.

You can try getting a French number from OVH. It's a reliable service and should work even when you're outside France.

I want a phone for all the reasons that someone uses a phone.

I'm not interested in a temporary /disposable phone number.
