I would avoid both providers you've mentioned.

1) Hetzner is very strict on piracy.
2) Giga-international is known to be pure shit - still wiaitng on a affliate payout from 2 years ago )

If your looking for a cheap VPS due to a budget you should check out: lowendbox.com do a search for specific locations like The Netherlands etc

I just suggest a Good VPS or Dedicated server. But I tell you 1 thing always remember - DON'T FALL FOR ANY OFFER OR CHEAP ITEMS. NO BODY PAYING FROM THERE OWN POCKET. IF IT'S CHEAP MUST BE SOMETHING.

-If you have confusion with cPanel/WHM. Go to the provider who help you with your server or service. In this web only service matter, if service is good you roks!..
