Either sign up with a bulk sms provider or have some gsm modems ready to send SMS. There isn't a way to do it for 'free', someone has to pay for the sms

You would be able to start this service if you are able to find a good SMS provider. However, that site maybe free for others, not for you, you've to pay for each SMS the people send using your site. You've got to monetize this project by other means, such as ads on your site etc.
