I recommend you making VPS with Windows. For example Solusvm KVM.

1.) Buy dedi server where you'll pay around 120 euros a month. Dedi server must be strong, Intel Core i7 with 64 GB Ram.

2.) When you get information about your dedi server , Install Windows Server OS (Win Server 2012 or similar).
3.) Buy WHMCS script and adjusted for Billing system.
4.) When someone buys RDP in your Windows server create new User with password.
5.) IP address of the server Username and pasword send them by email so it can be connected via Remote Desktop.

You can rent a server with KVM or VMware, then you can create your own windows server as you want. I know singlehop provide private cloud with vmware or KVM, you can use it. I am using there service now. it is excellent.
