You'll probably have to verify your account by adding a bank account to your webmoney account. Or with VISA. I'm not sure.

for transaction limit, install webmoney classic application in your pc and remove limit

and for other you have to obtain personal passort, you have to submit scan copy of your ID/passport. And address verification.
