How to publish fresh To Twitter Feed

hi i have seen this widget at one of the site, where user has option to subscribe with his twitter and all latest posts/RSS feed of the site publish on users twitter timeline from his registered ID.

i wonder how to do it? any help because it is a great way to pull some traffic and publicize website.
