With Google+ all you need to do is join a few communities related to your niche. Participate in the discussion and share your own content. It works okay, but it's not going to get you massive numbers. Good place to start. Facebook groups are good too.

You could try PPC. It doesn`t involve any SEO and you can start earning from it immediately.
There is though one problem with a PPC campaign: If you don`t know how to target your audience you will lose all of your campaign budget without obtaining anything in return.

I`m really curious where did you get those Page Rank values. Do you know that Page Ranks hasn`t been publicly updated for the last 2 years?
Considering what I just said, what value does this metric still have?

Oh....sorry for the misunderstanding. You are right, PPC is a great alternative to SEO, preferred by many people. You just have to have the bank and the knowledge to back it up

Creating an account on Google+ is certainly helpful, and social bookmarking to your website helps to spread the word around. I would also suggest social media platforms.
