How these fake CPA "Free Coupons and Game Keys" sites work?

I was watching that there's a lot of websites like rizdeal, highway coupons and many more, they offer "free codes and game keys" sure that's bullshit but it looks legit and people are falling into it like crazy.

Anybody knows how can I start and build a site like those? What do I need? Thanks!
