I guess there is no fixed rule on how many people you can follow but you should not start following 1000 of people within a very short time. I mean to say try to keep the process as natural as possible.

Not sure about instagram but with twitter for newer accounts if you follow to much you get locked out and have to do phone verification, sometimes theyll ghost accounts. If the accounts new i'd retweet and tweet stuff for at least a month before doing mass following.

Following more no of clients of the the same expertise will definitely lock your account. It is better to strategise and follow various people of different strata and interact with them.
Interacting is more important so that you would be a genuine client.

I know that instagram allows no more than 800 users to follow per day.

There are limits to follow users in a day. It is better to keep it natural otherwise you can be banned.

Both the social media has their own set of rules. You cant just keep on following people. You should show interest in other stuffs also such as the post liking, commenting, creating a post etc. If you are not showing any interest in these stuffs and just sending follow requests then they will ban you because the algorithms are designed in that matter. They will consider you are spamming the network.

Dont know about Twitter, but Instagram limits how many people you can follow within a period of time. If you follow too many people within an hour, or even a day, you will receive a message telling you the limit has been reached. As far as I've been able to confirm, Instagram only allows you to follow/unfollow 160 people per hour.
