How can I have members on my site.

It's a private warez site by invitation only.
Where should I advertise for it?

For have having Google webmaster for your site, you have to verify your site either uploading HTML file, inserting the line of code given by Google webmaster.

I can't if your entered the site you would know why, my site is blocked from outside access only me can access it or if someone is a member.

That's actually a great suggestion but I don't have friends in the scene i've been of it for sometime.

Setup lucratives, give-aways for release groups and send them an invite. You can contact them via other torrent sites. This is the way to get some activity running, also, you could also start your own release group, use twitter and open up the membership from time to time. Good luck!
