How can i add my plan to affliate system section?

Hello, i made a new file hosting website, and i want to create a thread in the affliate system section about my website just like other websites. ex(openload.net), they have full thread about the earnings and everything, is that allowed to share it or i have to pay for it ?

Does the business plan have to contain a specific things? or just normal one?

and 1 more question please, will the business plan be shared as a thread or i must create a new thread?, i mean does the business plan will be different from the thread or the same?
