There is foreign hosting in the Netherlands, Russia and other countries that do not abide by the laws of cowardly America except by a court ruling from these countries
No court ruling was issued regarding movie sites and digital things. But if you spread terrorism or abuse children, yes, a court ruling may be issued and your site closed.

they still abide by the ECD(europe version of DMCA), but like @Kind said, none are truly DMCA ignore, if they want to shut you down, they will. but then u just continue to move hosts.
