host website with vps

Yes you can host a site with windows however as the others said it would be easier to host a site with Centos. You might find that Linux VPS are cheaper than windows since they don't have to pay for licenses.

Better go with a free linux distro, and I'd recommend Debian.

I wouldn't say Linux is 'better' per se, it depends what you're wanting to do.

If you're running asp for example, you're better of running Window as mod_mono can be difficult to administer for an inexperienced user.
