Yes, but they're called "load testing" svcs. Here's a couple that I can remember:

- loadimpact.com
- blitz.io

As a side note, you can't use these svcs to DDoS websites you don't own.

Oh and there are much cheaper DDoS protection services. Just a hint, my signature.

If looking to do testing, I would recommend using both a saturation service and exploit tester (slowloris etc).
