Hehe, iam 7 years in printing industry, so i should know what is vector(geometric) and what is raster(bitmap).

But here some definition, raster or bitmap is image made by dots(pixels), cant be resized without losing dots, on another side there is vector or graphics made from geometric objects based on geometric formula and can be resized on any size without losing a quality,also they look better when printed thats why we use vector :)
 
Theres no fix prices for sites,everything depent on site quality,size,graphic elements,requests.

But here some tips, banners (animated or static) will be up to $15
