Yes cold emailing allowed as it will be your own server you will use it on your own risk. If you do something wrong then you will recieve warnings from your server provider.

I will set up the smtp server for you on your server. I can't able to guarantee inbox because i didn't know which type of leads and offers you are using for your email campaign. If your email list and campaign offers are clean and not blacklisted in spamhaus then definately your emails will go to Inbox.
