How come sometimes I can download from fileserve and sometimes I can't. Sometimes it says only people who upload to the site can download their own files but sometimes I can download the file anyway, why is this?

Well I was just downloading something I couldn't find anywhere else, that's the only reason I used that site. I am not worried that I can't download sometimes just mainly wondering why the site does that.
