I think PayPal allows the use of credit card even if you don't have an account.

We wish we could increase Turkey and make our uploaders happy as this would increase downloads as well, but Turkey is not giving us high enough quality of traffic for Tier 2 right now. Maybe someday there will be more advertisers and buyers for Turkey, but there is not right now.
