Everyone is Banned :S !

Hello Everyone Im having a Problem , in my site everyone is banned , the people who even didn't register are also banned please help , and how to rest the site ?

It's a vBulletin Forum ,

check ur default registration group it must be set to banned or something or make a extra panel id and pm ill help u out if u want
