Can you put these country code in Tier 3?

Is it possible to put in place a systeme where even files of 1kb are paid the same as 10Mb ?
Or at least raise the minimum file size to 1mb or 2 mb and make equal rates for all

Well, for ex 7€ for all file sizes starting from 1 mb or 2mb for ex.

10mb is too much for uploaders of smaller file sizes like me
