You just go in your Cpanel - File Manager - (navigate to site root folder) if it's in publick_html just create new text file and name it with generated number that you get on registration.
For example if you get number like this 1654691651 just create new text file 1654691651.txt in site root folder and to confirm your link should be like this yoursite.com/1654691651.txt.
Could you explain more details how do you guys handle the bill if this service offering for free?
