Not sure on that but you can usually ask them and they will raise it if you verify your info using paypal etc

did you confirmed your paypal account? do you have a credit card attached to your paypal account?

i used a VCC to verify my ebay account , then started to sell and now see that i have a 500 usd limit or 10 item in one month to sell!
