To answer your question: YES

If SOPA/PIPA/ACTA passes, ANY website they deem infringent in ANYWAY can, and will be required by LAW to be shutdown without any need for a warrant or court order. The corporations will have the power to do so at their will.

It is not just warez. If you post a video of your FAMILY BIRTHDAY PARTY and you have copyrighted music playing in the background according to ACTA/SOPA you are committing a crime, your website will be shut down and blocked and you will be prosecuted.
