@4tw, it is possible, if you own the server & rent a rackspace at an offshore DC.
You just need to pay for the infrastructure maintenance and so you can set your own price for the server.

Well, I think he/she is using a coupon and reselling the dedi. server from somewhere else.
For example, Instant-deploy has first month free coupon code and you just need to pay $10 setup fees for first month !
