Most of these are using local processors.
Many top processors like PayPal and Payza are no longer doing it due to pressures from copyright protecting agencies and groups.
However you can get in touch with local banks, and most of the banks to provide such facilities, and being local, they don't really budge to international pressures.
We're looking at PCI compliant processors with Visa or Mastercard. That is the only way to setup and currently UL and RG has them, so that is why I've posted in here as someone may know who they're charging with/from.

None of those companies are going to process for file hosters.
What you are doing definitely falls under high risk and even then most high risk ISOs won't bite.
You need to specifically look into high risk credit card processing, outside of the U.S.
I guarantee they are going to ask a lot of questions, require a lot of info and will probably charge 15-30% fees plus a hold back and/or reserve of 50% or more.
I'm in the processing business but don't do high risk so I don't have anyone to specifically refer you to.
