Can i make Generator Link Premium

Hi guys,i have a download forum,so i want to make a website to get link premium from uploaded.net and netload.in with my premium account (or not ?) so can i ?
i saw many websites like this eg:generatorlinkpremium.com,but it seem they download file to their server then give link to user..any chance to get direct premium link via my pre account ?
and what req if i make this website..? and how much for code :D
