Buying a site or domain on a ccTLD: when do you release payment?

If you buy websites or domains from other people, the handover point is usually pretty obvious.

Not always with ccTLDs.

For .VN, registrar approval is followed by more steps before the new holder finally appears in WHOIS.

If you were the buyer, would you release the money after registrar approval or wait until the ownership change is visible?
