Openload has premier if you get enough views your files are lifetime, streamin.to is like that too, but I heard they just randomly delete. I've been with openload since February - not one single file has been deleted by them so far.

You won't find a host that won't follow DMCA orders. I've never had anything removed from openload and I also upload adult content.
