That's the settings from Paypal , you can do one thing ,
place the order , pay the amount of the invoice manually to my paypal id and I'll make it as paid .

yes I have 2 accounts and paypal blocks 2 rebill order to the same name (do not know why) and my 1st account is rebill by automatic and 2nd one is sending money manually
and admin extend my account manually.
