Are Indians still able to Send Money?

Hi guys , i wanted to know that if you all are still able to send money to any other PayPal accounts without any problem as the PayPal rule was implemented from the 1st March 2011.

Yeah that's exactly the reason why I don't dare to call them because first of all they'll apply it in my account. lol

But I am sure its not a mistake and nothing would happen by calling them.
Still I'll not call, I'll see if something happens on 1st April.
