Is there any way to setup like a Soundcloud clone or a video site where all the files uploaded to the site are store on my Google drive account and the main site itself would be hosted somewhere else??

It can be done but you Google will know and they will block your account also speed limit will make your website speed very low. Another issue is copyright complaints which again can cause the block of account.

I would not suggest using google drive for something like this, I would probably use nextcloud, however if you really want to test out a setup like this you may want to look into rclone
