There is nothing called Offshore and Onshore domain registrar, Every host is a reseller, Where as Icann controls everything. Incase DMCA complains icann about your domain then your host needs to take steps. I dont think there would be any DMCA issue with a adult forum unless you are hosting Copyrighted content.
